For reading and sending text messages on an Android device, the easiest way is to use Google Assistant. You can search for it in Settings. There are a few hoops to jump through giving permission to access your contacts and other functions.

Once you have set it up you just need to say Hey Google what are my messages. Google will then read them to you.

To send a message to someone, just say Hey Google send (name of person) a message. You will then be asked what you would like to say. Once you have stopped talking the message will be read out to you and you will be asked if you want to send it.

To read text on any screen go to Settings, then Accessibility, then Select to Speak. If you turn it on you will get a blue button appear. You can drag it anywhere on your screen so you know where to find it. Touching it will bring up a play and pause button at the bottom right hand corner. This will then read everything on the screen.
